On one hand, the Draghi report, published earlier this year, sounded a stark warning: economic decline, technological dependence, and diminishing global influence. On the other, Donald Trump’s strategic shift. Plans for a new wave of targeted tariffs on European imports have taken shape — shaking Europe’s major export sectors and redrawing the transatlantic balance.

The question is no longer if Europe must respond, but how, and with what level of ambition.
