Unbeknownst to the general public, the Agency of Services and Payment (ASP) plays a pivotal role in executing public policies, disbursing €40 billion in aid annually (including partial activity, Common Agricultural Policy, energy vouchers, and support for apprenticeships). Confronted with the dual challenge of modernization to meet user expectations and increasing demands from public decision-makers, the Agency embarked on a significant three-year digital transformation initiative in February 2021. To undertake this endeavor, ASP partnered with the expertise of consultancy firm TNP Consultants, aiming to transition the agency to an agile scale.

A systemic transformation, both cultural and organizational

This initiative chronicles a profound systemic transformation, engaging 500 ASP employees and partners. By early 2023, 50% of the industry will have undergone transformation. Initial successes have been celebrated, including the establishment of a Digital and Information Systems Department, implementation of new digital governance, inauguration of an innovation laboratory with agents in Bordeaux and Limoges, and the update of the business repository to facilitate transformation. Over 200 agency employees have been evaluated and trained in agile leadership, facilitated by the Human Resources Department’s involvement.

  • 1 digital laboratory in Bordeaux and Limoges (France)
  • 7 centers of expertise and 4 product lines launched (with 6 additional lines expected by end of 2023)

  • 27 new hires in digital roles (projecting 40 by end of 2023)

Trust stands as a cornerstone of success, fostering effective collaboration and mobilization at every phase. ASP has embraced an inclusive approach, striving to ensure no one is left behind. Ultimately, this program will yield next-generation technologies, encompassing 7 centers of technical expertise in cloud, data, artificial intelligence, and cybersecurity.

Following deliberations, the jury of the Grand Prix Syntec Conseil paid homage during the November 29, 2022 ceremony to the work executed by ASP and TNP Consultants. Their efforts epitomize a successful, structured, and sustainable transformation, yielding compelling results aligned with initial objectives. The project distinguished itself for the consultancy’s adept support of a significant structural initiative.
